Hey I know its possible to put SVCD's on DVD-R's. I have many svcd's and was wondering if I encoded them to be dvd-r format, would there be any quality improvement? And would I be able to add fully animated/funcitonal menus like on DVD's? If so which programs would you recommend? SVCD2DVD probably.

Yes, you can add fancy animated menus if you wish.
