i have vcd mpg files which i leave at default bitrate 1150. But I put those mpeg1 48hz files on dvd media. The output has some flaws.
At times the video would just freeze, and audio keep going. I was wondering how what bitrate can dvds go up to?
Is there anyway force it to make sure video and audio be always be in sync? Will upping the bitrate help it at all?

Not really. That is the bitrate for VCD. You could try upping it, but it wont improve the quality, and will only make a difference if your player is having problems with the low bitrate (if it plays VCDs then this should not be a problem)
DVDs can go up 10.08mb/s, including audio, however this is for mpeg-2 encoded video. Mpeg-1 has a much lower max. bitrate. You can read all about it here https://www.videohelp.com/dvd
