yo guys,
I want to add still images into a anime music video I am making, I am using adobe premiere 6.5/7
Is this possible and if so, how?

Yes.
File>Import>File
or File>Import >Folder for a whole folder of pictures
It can be a JPG or BMP or just about anything.
You probably want it to have the same res as your movie eg. 640x480.
Or you can have a larger pic which you can pan across. To do this right click on the pic in the timeline, choose video options>maintain aspect ratio. Then add a Video Effect > Transform > Image Pan and set it up how you like.
You can also create a still from a frame of the movie. Choose the frame, then file > export clip > frame. Reimport it and viola.
