Dunno...but I'm seeing a potential problem in development.
Once one or two get away with doing this sort of thing...more guys are gonna jump on the bandwagon, and before you know it, we'll be seeing something worse than the "I'm king of the hill / my post count is bigger than yours" frenzy.

Pure speculation here as I have limited internet technology knowledge (ie the real nuts and bolts). But wouldn't even a rotating ip address still have the same regional location? When I dial up at home won't it still have the same regional id (or even the same zip/starting point???)???
