    What program will let you re-encode a current video to make it compliant with Nero's VCD maker. Since its not the right resolution and such.

    Just about any Encoder, Xing, Panasonic, TMPGEnc, and i'm sure lots of others too, however, re-encoding will result in a file with less quality.
