within the same name brand media....is it a given that you will get a a higher qualityr 4x or 2x burn with 8x media than with 4x media?

No, you can't really assume that. There are too many factors, not at least that the recorder will probably adopt a different write strategy for the different discs anyway - especially if you start changing the write speed.

You may find that some discs are more reliable if burnt at slower speeds than their maximum rated, but that may change depending on batch, "real" manufacturer (which may change even if the brand stays the same), firmware revision in your writer, etc etc etc.
