I recorded a short clip (about 10 mins) of the news on TV using a dvd-recorder and would like to burn this to a cd since it will be sent overseas and my parents-in-law only had a vcd player. Can you just use toast to make a vcd or do you need a conversion program?

Just drag the VIDEO_TS folder to the Toast 6 Video window, delete anything that you don't want recorded, select VCD and click burn. If you have only one optical drive then choose Save as Disc Image rather than burn. That way you can eject your DVD when Toast has finished the encoding, and burn the VCD from the disc image.
