converting avi to Svcd compliant MPG

maybe i am just dense. after reading much about how to do the above i downloaded tempgenc to convert raw avi,which i get direct from jvc camera via mediawave4. in tempgenc i use the svcd template and then try to burn it with nero5551. nero says it is not compliant it wants an mpeg1. what am i missing here?

are you sure that you selected SVCD in Nero? or else try VCDImagerGUI or VCDEasy.

absolutely tried several times, it makes me wonder if i can follow instructions or is there soemthing else i am missing , maybe a codec?

i have successfully made vcd but the svcd has got me stumped
