I just burned the svcd image onto cd-r using Alchohol 120% and then tried playback using PowerDVD, it plays but has many artifacts and sharp noises during playback. Should I use a different program to burn it? Any help is appreciated...

Try to mount your SVCD-image file using DaemonTools. Maybe the same thing can be done with Alcohol 120%, but since I haven't tried that program, I recommend a test with DaemonTools.
Now if the problem remains, then it's something wrong with your image-file. Otherwise, there might be some problem with your medium. Try a different brand and also try lower the burning speed. I don't know if this will solve your problem, but you can always give it a try.

I have tried mounting it to the virtual drive but when I open it its just a bunch of folders with .svd files etc. there's no video file.
