    Guys, I have a miniDV camcorder and live in Canada (NTSC).
    I want a software able to capture-convert-edit-author to a DVD PAL and NTSC (I am sending the PAL version overseas).
    The capture I got by default is 720x480 30fps (NTSC).
    Is there a software able to do all these "miracles" ?

    In PAL countries NTSC is widely supported: most PAL TVs and DVD players can handle NTSC just fine, so you can probably avoid the conversion from NTSC to PAL.

    One package that can do everything you want is Vegas+DVD. Not exactly cheap.

    There are cheaper solutions. You could use an inexpensive video editor for capturing and editing. Canopus ProCoder Express is an excellent NTSC<->PAL converter. Avisynth can do the conversion for free, but it's a lot less user friendly. There's also cheap DVD authoring software, of course.
