DVD to XVCD w/23.976fps

I don't know if this has ever been posted or not, but I figured I would share this with whoever wanted this information.
I've always had the problem with creating VCD's from DVD's with frames and stuff. DVD's have that 23.976fps while VCD's want 29.976. Well, if you do this, your picture still looks nice, but theres those extra from that need to be put in there, and it seems to cause blurriness, or frame dragging with the VCD.
After months of messing around with this, I found a way to keep the nice, clean 23.976fps, the nice clear VCD resolution, and it STILL works as a valid VCD. Here's what to do:
1. Extract your DVD files like you normally would
2. Using FlaskMPG and bbMPEG, make your FPS 23.976, check the "Reconstruct Progressive Images" if you want. Then set everything in FlaskMPG as you normally would.
3. After running FlaskMPG, bbMPEG should come up.
4. Set it up to be an MPEG1, with a 23.976fps. If you want to, change the CBR (constant bit rate). If you want a different audio, change that as well.
5. After encoding, run TMPGEnc.
Most likely, your video won't be able to fit on one CD, but if it can or cannot, it doesn't matter. You'll still need to do this.
6. After TMPGEnc loads, go under "File," and select "MPEG Tools."
7. Select the "Merge & Cut" tab.
8. Select "MPEG1 VCD Non Standard."
9. Select "Add" and find your MPG file.
10. Cut the file if you need to by double-clidking the MPG file.
11. Select a new output directory and name, and select "Run."
Whether you're splitting the file or not, you need to do this.
12. Once you're ready with your file(s), burn with Nero 5 or higher.
Your new VCD will play great, with no extra frames, nothing. Good luck.

Or, use the ForceFilm option in DVD2AVI and encode in TMPGEnc at film rate of 23.976 with 3:2 pulldown.

2-DVDx, set output to VCD and use 23.97 output
3-Burn with Nero

ramdallc you can't use a 3:2 pulldown with mpeg1.

As neomaine alluded to, vcds support 23.976fps in the standard. Simply encode to that framerate and burn as a vcd and it will be compliant. Your dvd player should play it correctly but unfortunately not all players follow the standard, still there is a good chance it will. The easiest way to preserve the film as 23.976 is to use force film like randallc said, but only if it is %95 or higher film.
