There are a lot of methods, but if you want an easy way, in my opinion, use SVCD2DVDMPG. You will also need Isobuster, and an authoring program, such as TMPGEnc DVD Author. TDA is payware, but the others are free. You will also need .NET from Microsoft. I use this version 'dotnetredist.exe' Version 1.0 as the newer versions seem to add in a password requirement to your system.

The SVCD's that I have were created with DVD2SVCD and they have several seconds overlap. I just left it there, not very noticable. I believe you can use the 'Source range' selection in TMPGEnc DVD Author to edit this out when you author. TDA lets you run one part of the file after the other seamlessly and they will play back that way. You can get 2-3 SVCDs onto a DVD easily. I would rather 'join' them in TDA to simplify things and lessen the chance of audio sync loss.
