When a software program plays a DVD it deinterlaces it, when a DVD player plays to a TV you don't see these lines cause that's how TV's work. DVD2AVI doesn't deinterlace, so your AVI will have these lines. Most people don't use DVD2AVI for anything other than allowing other programs to open the DVD, such as Nandub (using GuardianKnot) or TMPGEnc. If you go to Doom9.org he has a very good guide on using DVD2AVI with several other programs.

There's a good chance you can deinterlace in realtime (when you save the movie as an avi).
Hit F5 in DVD2AVI. It will preview the movie.
If it shows up FILM 95% or higher, you can enable Forced Film. Which WILL get rid of the Interlaced lines. Otherwise don't enable it, or else your will movie will look messed up.
