Hauppauge WinTV descrambling software

Hello. I am new to this web forms but have used this site for many years. With the death of Direct TV's P3 card i have been looking into finding different ways of testing. However I have searched long and hard looking for anything that would let me know if there is anyway for any of the video capture card to descramble cable tv. For testing only. I am not asking for any links or any one trying to sell there products. I am looking for information about what software works and what cards are best. I live in California. I am a techie so pc work isn't a problem for me. Again I would just like some general idea and i will do the rest.
