I have kids that think that cds/dvds should be abused as much as possible and that setting them on the car floor and letting them get all scratched to hell is no biggie.
I saw in Wal-Mart a thing that claims to fix them . Cd doctor or something like that. Like 25.00 bucks.
Do they work in fixing ones that "can" be fixed ?

i dont know. i have not bought anything to fix mine as there are many things you can do yourself.
i have found the old BRASO trick works. use a soft cloth with a little braso on it and clean over the disc. another tric that works also is a little toothpaste on a soft cloth.

There is an inexpensive plastic polish that you can get at auto parts stores that has worked for me in the past. It's meant to be used on clear plastic headlights, etc.

Anyway, I've used the DVD doctor, and it works pretty much as advertised, as long as the scratches aren't too deep. -
There was a big thread here a while back on this. Skip doctor, toothpaste, pantlegs, sandpaper, that thread had it all...
