Yes, it does, but remember it is a beta program, so be prepared to possibly do some problem solving. I'm a relative newbie to the program (burned approx 6 movie backups with RB so far), and it has produced excellent results, particularly in those high compression situations where transcoders stumble. I use RB with CCE Basic, and this has given me reliable, consistent results. RB offers a simple one click solution which is a very easy way to begin, but it also offers a 'three click' process that allows further tweaking options for more advanced users. There is also a lot of support programs being developed by forum members that have made these customized settings more accessible and user friendly.
It has worked very well for me, and as I have gotten more comfortable with it, I am beginning to look at ways to customize results for optimum quality. The setup is a little difficult at the beginning, but the results are well worth it. jdobbs is continually improving this product, and the Rebuilder forum at doom9 has an excellent knowledge base to draw from (http://forum.doom9.org/forumdisplay.php?s=&forumid=75) when you have questions.
I still use DVD shrink for projects with minor compression settings, or to reauthor a disc before sending it on to Rebuilder, but RB has definitely become a permanent part of my 'tools' kit. It's also been fun to be a part of this program's development phase. -
And there are some limitations. It will not do multiangle and seamless branching titles, if I remember correctly. It will give you an error message before starting so it won't waste you time.

It will compress the whole dvd folder so you will still have all the extras and menus. This is ok if you want extras and menus but will also lower the quality. Personally I use dvd shrink to compress the main movie at 100% in reauthor mode. Then use rebuilder on this folder. You lose the menu and extras but gain quality.
