    I have a DivX at 576x240 and i want to change it to 640x480, is this possible?

    If so can someone let me know what tools i need and how to do it

    You have to encode it again, which will give you quality loss and add black bars. You can do this with VirtualDub.

    This would be very stupid.
    It is NEVER recommended to increase a res higher than source. There is no video data there to fill in the bits of data resulting in just stretching the video which will DEFINITELY degrade the quality
