I see a lot of guides from changing PAL to NTSC, but none about just changing the fps. I have a movie w/ 20 fps and i would like to change it to any NTSC frame rate. Are there any guides that aren't on this site? Or can somebody just tell me a way to do it and still keep good quality? Thanks a lot!

VirtualdubMod or TMPGEnc will do that among many others. As far as keeping the quality, you'll just have to try it. Sound sync may be a problem.

If this was a DVD rip that you processed through DVD2AVI then if you have FORCE FILM checkmarked on a PAL source (25fps source) you end up with 20fps
That's the only way I know to accidently make a 20fps video file.
