I ripped a dvd to one file with SmartRipper, opened it in v-dub and frameserved to CCE. After 7 passes I got my final .mpv product and opened it WinDVD, the 1 hr 31min movie only showed up as 1hr 13min. Could something have gone wrong or is the normal?

The timestamp should not have changed. Are you sure you didn't have any frame rate or inverse telecine filters running?
Impossible to see the future is. The Dark Side clouds everything...
