Lets see if I am right. If I buy the $14 cybermail card, I will have to capture the video into an AVI, then convert from AVI to mpeg1 and then burn the mpeg to make the VCD.
If I buy the ATI tv wonder, I can capture directly to mpeg and burn the VCD, saving me the AVI-MPEG encoding process?
If I am incorrect, please let me know what the difference between the 2 cards is.

The main difference will be that the TV Wonder has a built-in TV tuner. Neither one of them has hardware-based MPEG encoding so any realtime MPEG encoding you do with either one will be software-based and require a pretty fast PC.
