I have tried 3 DV codecs now and can't get past this problem - DV files load into virtual dub but stretch wider than normal. If I save the file again, the file is stretched when viewed in other programs as well. I therefore cannot use VirtualDub for any editing until I get past this problem.

I believe that it has something to do with DV having a .9 pixel ratio, rather than a 1:1 pixel ratio..
I'm pretty sure that this gets corrected when you encode for DVD (assuming this is your quest)..

No, it's definitely altering the video file. If it wasn't causing a problem then the original and edited files should have the same frame size, but they don't.

Do you direct stream copy your video, or are you Recompressing??
