I was recommended to use Ulead movie factory when converting my .mpeg's to dvd-r. Unfortunately, with the majority of my mpegs they are out of sync when I to watch them on my dvd-r.
What other programs are there that I can use to convert without having this problem?

Simply using another authoring program isn't a guarantee to fix sync problems. If you want to try something else have a look at TMPGEnc DVD Author. Make sure you mpegs are DVD compliant too. Click on the "What Is DVDR" link in the upper left of this page to learn about the DVD spec, then open your mpegs with Virtualdub MPEG2 and go to File>File Information to compare.
