After capturing full quality video in Pinnacle studio 8, where can I view the shooting date and time property of the clips? I can't find it.

Unless it's an overlay on the captured video you can't. Once it is captured, the file properties will be created date and time...that is when it was captured, not shot.
You can see those properties by opening the folder in explorer and right clicking the file and selecting properties. Or by right clicking the headers in details view and selecting the properties you want to be displayed.
