I bought a VCD from a local Chinese grocery store called: A Tale Of Two Sisters, which unfortunatly is not in English, but on the upside it looks VERY VERY VERY amazing for a VCD, infact it looks as good as a lot of DVD's I've seen!
It definatly is not a SVCD, for one, my player does not support anything but DVD and VCD so...
...that brings me to the question...
I use AutoGTK to rip my DVD's to 2 DIVX or XVid files, now I'd like to convert those to VCD's and acheive the same quality as this proffesional press. What software would you suggest for all this?

I don't know if you will be able to get anything that good from the sources you have. It's highly probable that the VCD you bought was created from an original source on professional equipment.

Well there's a problem for a start, divx files are smaller therefore compressed more, and its a known fact that you can't increase the quality of more compressed file.
Put plainly, you can't improve quality with your current program.
