If I make a DVD +r disc, can I then copy the disc in DVD-r format with a DVD -r writer? Also, does the video quality degrade with each generation of copies enough to see the difference?

Yes you can and the quality will not degrade no matter how many copies you do. You are copying a data stream, if it changes (which it needs to do to degrade the quality), it isn't a copy.
