  1. Is there any tool that I can cut/join m2v files, then save the result output in .m2v format at the end?

Well, many people here say that TMPGenc+ does this. I haven't tried it, so I don't know.

  4. I tried using the Mpeg tool in TmpGenc+. However, the time I entered for the ending frame is not matching with the place where I want to cut.

I've already read from this forum, that I should get the i-frame from VirtualDubMode. I did get the i-frame as suggested, but the MpegTool cut&merge doesn't give me the cut m2v, but seems like a shrink version of the m2v. I'm I doing anything wrong here?

First , TMPGenc cuts only on GOP boundaries which is about 1/2 second.
That's as close as you can get to where you want.
Second , the slider to pick cut places is inaccurate.
So what you do is open the video in Vdub , select the cut places
right before Iframes and note the Times
Then type the times into TMPGenc instead of using the slider.

    ...or get Womble VCR

You cut a section and put on their "clipboard" . Then insert
it in another clip. (or at the end)
It's a little wierd but it works

  8. I actually used VirtualDubMod and get the time i-frame to be cut.
Foo, do you really mean that I should get the time "before" the i-frame, or it must be the exact time of the i-frame itself?

In VirtualDubMode, I can't get any accurate time of the frame before the i-frame. The tool doesn't have such functionality as TmpGenc Author...
What I can do only is the time at i-frame itself.

Anyway, it still doesn't work at all. I spent the whole night to work on that, but not even close to the result. Still a shrink version of the original m2v.....

    Please help more in details...

If you have TDA just use that and demux the VOB it produces.

I don't know what you mean by "shrink" version
what exactly are you trying to do ? Cut out commercials ?

What you do in TMPGenc is "add" a video , select start and end times
of the first part you want ,
"add" the same video again , and select the next part ... etc.
hit "run" when you're done and it should output the edited video
