Video Toolbox question - Determining whether it's a VCD???

Hi, i got hold of video toolbox and i was wanting to find out whether a file i've downloaded is actually already encoded to a compliant VCD.

but i don't know exactly what i'm looking for

it tell's me the resolution, FPS, bitrate, quality factor and the codec (mpeg 1) etc etc

so what's going to tell me whether the file what i've downloaded is already encoded as a compliant mpeg VCD????
