Sampler.dll

hi
im using the program ToK following this guide

and i can't use the prediction feature of ToK when it starts try to encode sample/test clips using CQ it opens up TMPGEnc but a message comes up about an error to do with the sampler.dll
The sampler.dll im using is from the ToK extras pack.
according to the guide i should be using a different sampler.dll but the link he put up is dead.
So can anyoine help me or direct me to another sampler.dll that works
