mpeg 23,976 to 25 fps?

hi,
i'm a newbie in video editing/conversion. my problem is that i have to convert a mpeg1 video from 23,976 fps to 25 fps. sure i don't want to loose quality. is that possible. maybe by demuxing the file and the only changing some bytes in the mpeg header, correcting the audio length and remuxing the files? this would make the video a little bit shorter but that dosn't matter. ok sounds like a newbie-question and it is one.
so if anybody has an idea please give me some tips. or if someone knows the header structure of mpeg1-video please mail it to me. or is there a programm to edit it easily?

If any body knows of a method please post...

However, from my knowledge, I don't think that you can do a framerate speed up without re-encoding the mpeg.
