I record TV programs with my Philips Settop recorder(VR+ Format to +RW) but I am trying to find out edit the format with SW on my PC. Basically I am trying to get rid of the commericials. Is there a SW out there that will do this?

Yes, Womble Mpeg video wizard or mpeg2vcr are both fab and work straight from the vob files. I usually join the vobs using "filemerger" into 1 big vob and do the rest from there. It even supports the AC3 sound.
