So I've had consistantly washed out captures through my PC CHIPS capture card (all inputs) other wise known as the EZ-TV (TVP3XP).
I have a theory that It's set for IRE 0.0 and therefore any US broadcast or VCR will produce a washed out cap. Here is my support:
When I set the Region to Japan and the Video Standard to NTSC_M_J I get identical results to the Region US and VS NTSC_M!!
Shouldn't there be a slight difference in washout because of the IRE 0 in japan and the IRE 7.5 in the US??

I've confirmed it. Using the color bar generator from my new ADVC-100 it's clear as a bell.
North Americans stay away from this card.
