I used to know how to do all this vcd stuff but that was a few years ago so now i have to relearn it all again. I have a 700mb .avi (XviD) file that is only 60min. long (very high quality) so (after i encode and do all that stuff) i was wondering if i can fit the whole video onto one VCD? Will the quality have to be lowered? or do i need to make two VCD's?

You can fit 60 minutes on one VCD no problem. Since you describe the quality as excellent then yes, you will probably lose some quality. Do a short test clip first and judge for yourself how the quality is. It might be acceptable for you. If you decide you want better quality, there's always SVCD. Only problem with that is you probably shouldn't put more than 45 minutes on one disc.
