i borrowed Fist of Legend and it plays fine on my
DVD player but when i put CD1 into the cd-rom and try to
extract it to mpeg there isn't any dat file in the Mpegav
folder or any other folder
can someone please help me
any help at all is much appreciated

And if it's a DVD you borrowed, you have to put it in a DVD-ROM drive, not just a CD-ROM drive.

CD1 is a vcd(format 1.0)

i've also tried checking the properties of the folder but
still says 0kb
properties for the entire CD1 is approx.550Mb so something is there but i can't see anything -
The VCD probably doesn't have anything written to its ISO filesystem.
A VCD doesn't actually need to filesystem to play on a stand-alone player so that is why it still works.
To extract it, you can try the following:
Use CDRWin to create a CUE/BIN image of the VCD onto your HDD. Then use VCDXRIP (one of the programs in VCDImager) to extract all the stuff from the CUE/BIN image.
You may be able to use VCDGear on the CUE/BIN image as well.
