  1. What makes an SVCD compliant? All mine i make, Nero says that they are not compliant? Does it have to do with bitrate? or frames/sec ? or?

For SVCD you need an mpeg2 format file with certain specifications.

Read in the "What Is" section the part about SVCD's. You'll find it all there.

  3. There are a LOT of things required to make a MPEG-2 stream SVCD compliant -- more than just bitrate and framesize...

Unfortunately, not even the standard is completely clear and no encoder/muxer creates things exactly to spec. All you can achieve is varying levels on "non-compliance".

  4. there are strict standards for the svcd format however a player that does know how to play the svcd format will usualy work noncompliant svcd

if you do want the standards here they are :
    resolution : 480x576/480(ntsc)
video bitrate : up to 2600kbps at vbr (you can get about 35
minutes of video at this bitrate )
if you work with bitrates lower than 1500 you will get results that are more or less vcd
    audio sampling rate : 44100khz
    audio bitrate : 32-384kbps
audio format : mpeg1 layer2 or mpeg2 multichannel (to be frank i haven`t seen ant standalone or even a software player that supports it)

that`s about it i hope i helped you

I think that pretty much sums it up. Non-compliant compliancy. I think I finally figured out this "context" thing.
