I have read many guides from the following sites but I am still having sync issues with my result:

The specs for the source DVD are:
PAL, 25.000FPS, Progressive, 16:9
I'm trying to achieve:
NTSC, 23.976FPS, Progressive, 16:9
I am having a tough time getting the audio and video to sync up. Here is a list of the steps I am doing:
1. DVD2AVI - create .d2v file, demux audio to AC3
2. Besweet - convert AC3 (25FPS) audio to WAV (23.976FPS) audio
3. TMPGEnc Plus - WIZARD:
- selected NTSC DVD 16:9 template NEXT-->
- load .d2v as source video, load newly created WAV as source audio, video type: progressive, content of video: film movie NEXT -->
-OTHER SETTINGS: select Do Not Frame Rate Conversion, select 3:2 pulldown, video arrange method: full screen NEXT -->
-set up quality settings to my preference, DONE
So after the 4 hour encoding process, I encounter a couple problems as follows:
1. Video/Audio out of sync
2. Last frame of video is repeated for approx. 3 mins at the end
3. Not sure if this has to do with my source audio, but there is a slight "popping" sound at different sections of the audio. I checked the source and it seemed fine so not sure why this is happening.
The first problem is the one that I care most about correcting and the others are more of an after thought. On a side not, the video quality remains great so there is no trouble there. Any help would be great. Thanks,

I might say that I've tried twice the famous Xeesdeni's method, but, still, the NTSC converted movie ISN'T EQUAL in length as the original PAL, as it was supposed to be (?);
I retrieved the chapters time code from the original PAL movie using Chapter-Xtractor, loaded it into the converted NTSC movie, and chapters aren't on the same point;
There's a sw called "All Video Converter" - available through this site - that is supposed to make it professionaly, but even the demo doesn't work, it converts just 5 seconds, it's not a trial limitation,

16:9 progressive? Are you sure? I wasn't aware of any commercial DVD's like that. I think all the guides rely on interlaced video.
You method looks flawed to me.

Doesn't TMPGEnc do the conversion for me since I am selecting DVD NTSC as my template?
I am 100% positive that my PAL source is progressive and almost sure that it's 16:9, but even if it was 4:3 that would have nothing to do with the FPS because that would just be the appearance on the TV.
What information do you mean by source settings? PAL 16:9 625 line (or whatever the option is, I don't remember as I am currently not at a computer that has TMPGEnc installed)? That is what I am using as that is what the footage is.
If my method is flawed, could you point out where I can fix it? Thanks,

That's what I mean. That would be correct if you were opening an M2V file, but you aren't. Your opening a D2V file, which isn't the same thing. I still don't think it's progressive (which messes some thngs).
Have you considered converting it to 29.97 fps? I always get better results way, since I only need to add 10 frames/second or so, instead of removing 2. It's hard for me to tell how the lip-sync is on my conversion, since nearly all my PAL movies aren't in english(but it's not off 3 minutes).To Be, Or, Not To Be, That, Is The Gazorgan Plan -
DVD2AVI tells me that it is progressive and I did a manual frame by frame check for approx. 50 frames and there were no interlaced frames that I could tell.
Also, my sync is only off by about 1 sec, not 3 minutes. The 3 minute thing is pretty odd. The audio and video both stop around the same time (except for the 1 sec. sync issue), but then after that, the last frame is shown for approx. 3 minutes with no sound. This has never happened to me before so I don't know what to do.
As far as converting to 29.97, would you be able to give me a step-by-step outline (kind of what I provided of the steps I am currently doing) of how to go about converting 25FPS PAL (progressive and interlaced) to 29.97FPS NTSC (de-interlaced??). I know 29.97 interlaces by default and I am not familiar with the most efficient way to de-interlace. Thanks again for all your help

Wouldn't it save you time and headaches by just buying a code-free dvd player for $100 that let's you play Pal on your NTSC TV or vice-versa?

I'd rather not purchase a new dvd player as I already have 3 in the house. This is why I'd like to make it NTSC compliant so that other people in my family can watch it and not have to worry about what dvd player it is on.
Gazorgan: Can you let me know of the steps you use to convert to NTSC 29.97 from PAL? -

3.) Your settings in TMPGEnc do seem to be correct. Please note that using the WIZARD mode makes it easy to set it up for proper 3:2 pulldown encoding. It is automatically selected when your source is progressive. There is no need for you to select "3:2 pulldown" on the ADVANCED TAB. When you go to the VIDEO TAB it should already read "3:2 pulldown when playback" as well as "23.976fps (internally 29.97fps)"
4.) You do need to check the "Do not frame rate conversion" option. This is the same as AssumeFPS(23.976fps) in AviSynth. If you do NOT check this option then TMPGEnc will drop frames to go from 25fps to 23.976fps and that is NOT a good thing.
That's all I can think of right now.
