When I am converting my Avi....which is the higher quality Mpeg?
The end result will be to transfer to DVD

Stick with mpeg2 when burning to DVD. The higher the bitrate that you encode at the higher the quality.

Mpeg2 all the way, much more efficient than MPEG1.
I have excellant luck with converting AVI's. I do a lot of MPEG2 at 352x240 progressive, with a CQ of 2000. This is good for AVI's that are in the 300-400 MB/hour range.
Higher quality AVI's I don't do much else with. 352x480 interlaced isn't really any better than 352x240 progressive (think about it, based on a progressive source).
Only AVI's in the 1000 MB/hour range are worth the effort of converting to 704x480 (about the same thing as 720x480). These need to be 640x480 to be any good.To Be, Or, Not To Be, That, Is The Gazorgan Plan -
I'll throw in my vote for MPEG-2 also. MPEG-1 limits you to CBR and a lower bitrate. MPEG-2 is much more efficient for a given amount of disc space.
