I want to take a ten year old VHS tape and pass it thru my panasonic PV-DV852 mini dv cam into adobe premiere 6.5. Once into premiere I am going to convert with adobes mpeg convertor to DVD files to burn to DVD. My question is what should I set my premiere project setting aspect ratio to? I am thinking 640x480, but isn't vhs 352x240. I have read some articles on aspect ratios, but it isn't quite sinking in.

I believe the default is DV-NTSC. You should have it ready to go upon opening up...
So your capture, project, and movie settings should be all the same. Premiere should default to what you want....
