WASHINGTON D.C. (AP) - The Committee for State Security (FCC) today issued a fine to a member of the dvdrhelp.com forums for multiple violations of the Broadband Reform Act (BRA), the first-ever such enforcement of the law deisgned to prevent the wasteful spending of free electrons.
Indolikaa Khan was fined $1201 today for, "actions inconsistent with the spirit of the BRA," said commission chairman Michael Powell. According to Powell, the fine represents $1 for each useless post Khan placed on the dvdrhelp.com website, plus an additional $1 for the 643 instances of profanity laced throughout his musings. "Useless posting in a forum-driven website represents a clear and present danger to the limited bandwidth the Internet must share with junk e-mail," Powell said.
Khan is also under investigation for breach of contract with his telecommunications provider. A months-long investigation found Khan was concantenating multiple frame-relay circuits at his home into a continuous T1 connection, conduct that is also in violation of his agreement with the Arizona Corporate Commission. Additionally, investigators are reporting that recent scrambling of SpaceNet bandwidth allocation tables may have served to provide Khan with even more bandwidth, while cutting off millions of packets reserved for junk e-mail delivery systems.
"We cannot have renegade Visual J programmers running around thinking they have the right to steal bandwidth from spammers," Arizona Deputy Attorney General Mike Hunt said in a recent press conference. "The 9th Circuit Court of Appeals has consistently upheld the right of people to send billions of unsolicited adult pornography offers to the e-mail boxes of children. This bandwidth must be reserved for their protected speech."
Khan, in a webmeeting interview, defended his conduct in both matters.
"Bollocks to Powell and all the other bastards at the FCC!" Kahn rhetorted. "I posted 1200 quality pieces of literature and if they fail to see the beauty and elegance of each post, piss off! And as for stealing bandwidth from spammers? Well, the ghetto kung-fu commando attacks against the Evil Ones has only just begun!"
