  1. let's say i'm capturing a one hour vhs converting to mpeg 2 format using ati 8.5 multimedia center..my settings for project A would be 352 x 480 resolution with a bitrate of 4.50 and the end result would a 2.0 gb file for a 4.38gb blank dvd.

    on project B my setting for capturing the same one hour vhs converting to mpeg 2 would be 352 x 480 resolutions with a bitrate of 8.5 and the end result would around a 4.0gb file for a 4.38gb blank dvd.

    is there a difference in video quality using the higher 8.5 bitrate settings than the 4.5 bitrate settings for the same video?

    Since your source is VHS and is noisy, I would say yes it will look better at the higher rate.
