DMR-E50 newbie Region question

I have a region one recorder. My question is once I finalize my NTSC DVD-R disc, is it region 1 or will it be all region? I contacted Panny & this is their response-
(Thank you for your inquiry. You are recording and finalizing for region
code 1. You would not be able to play on other region players unless the
player is capable of playing multiple regions....).

I need to send a video out of the country & they said just record it Region Free.
