I purchased a VCD set off of Ebay. I have an RCD 2450 DVD player
which plays VCDs. I have other sets of VCDs that play fine. When I
play this new set, it comes up VCD 1.01 and when I select play, the
picture fragements into little color boxes and some shift as it plays
but you can't see the pictures. It plays fine on my PC. I contacted the
originator and he said he tested them on a Toshiba and had to turn off
PBC. I checked my manual and played with the playback controls to
no avail. Is the disc converted wrong? Any ideas?

It sounds like macroblocks - the player is having trouble reading the disc. If your player usually handles VideoCD's alright, check the disc is clean and look for any obvious imperfections. If it's a "bit dodgy" and on a CD-R, it could be your player doesn't like those - try copying it onto another brand that you know works.
If it's been mastered, it could be faulty, but then a lot of pressed discs of the VideoCD type that I've come across haven't been mastered in a quality house and could be iffy anyway. Might be best just to try and get it changed if the dealer is reputable. -

another possibility is the verify the data format of the vcd. i.e., whether it is a standard VCD or XVCD (specifically, bit rate and resolution). I know that on my player odd resolutions can create the same type of problems that you report.
