I read through the manual and it looks like these are the settings that I should use. Plan would be to use S-Video interconnect cables to a TBC-1000 and then into my ATI AIW 9000 Pro Card, rewind and fast forward tape before capture to retension. At this time just want to make sure I've got the JVC Settings right. And once they are set like this there really isn't very much else I can do to the JVC to improve capture quality.

VIDEO CALIBRATION ON = Yes, ONLY during playback
PICTURE CONTROL AUTO = Yes, UNLESS you need SOFT to remove excess noise
AUTO TIMER N/A FOR PLAYBACK = N/A
SUPERIMPOSE OFF = Obnoxious setting, YES leave OFF
AUTO SP -> EP TIMER N/A FOR PLAYBACK = Never, not even for recording
DIGITAL R3 ON = NO.. NO.. this may add artifacts, only use for soft or bleeding video ... this is EDGE CORRECTION
VIDEO STABILIZER ON = Yes, ONLY during playback, but it ONLY works WITHOUT TBC/DNR ... so only use IF TBC/DNR ADDS more than it fixes ... this is essentially jitter control .. be aware it can ADD jitter sometimes too, so use ONLY as needed
2nd AUDIO RECORD N/A FOR PLAYBACK = NEVER
AUDIO MONITOR HI-FI = Yes, most time... use NORM when audio has buzz or groundloop hums recorded on the tape
S-VHS Mode N/A FOR PLAYBACK = Yes ON
AV COMPU-LINK ON TO USE IT = Ignore this ... it does it's own thing ... makes no sense, should only initiate with RS232 control, but acts odd with cap cards
TIMESCAN AUDIO ON = I hate this. Annoying .. OFF for me
FRONT AUX INPUT N/A FOR PLAYBACK = whatever is needed
REAR AUX INPUT VIDEO N/A FOR PLAYBACK = whatever is needed.
TBC/DNR = ALWAYS, ALWAYS try to use this ... only turn it off if it HURTS the video signal
