vcd playback puzzler (to me it is ne way)

ok i usuall encode my avi vids to vcd mpg, with tmpgenc, through the wizard keeping with the original fps and a cbr, standard settings on each page, then i put the mpg into nero and enable the basic menu it has, avi and resulting mpg are perfect on pc and have no errors. nero accepts and burns the files fine. When it comes to playing the vcd on my dvd standalone with some of my vcd's the pic will freeze for a split second and pick up again, or will speed up for a fraction of a second as if to catchup with itself ( if that makes any sense???) this happens every now and again throughout the video, and is quite irritating. Now the puzzling i did this today and then used the same 40min mpg with nero vision express, the latest version,

It did its whole transcoding which took a lot longer than my original method, and the quality degraded a little bit but the resulting disk played back perfectly.

Can any body see a prob in my original method, ill guess in tmpgenc, the results in vision express played ok but its a pain if ive already gone to the bother of converting to mpg already and then itll transcode aswell, any suggestions or a solution using my original method very welcome please, also if ne 1 knows what vision express did to correct the prob please tell me that also.
