how to's Monthly email newsletter??

Does anyone know how to create a monthly newsletter?
What I need
A web form to add your email address to a database
A web form to remove your email address from the database
An easy way to send an email to all the names in the database
CGI based if possible, but I don't have any experience with CGI

I'm doing this on a Unix/Linux host. I've done this real easy in the past on Win2K servers but this one doesn't support CDONTS.

I really don't think a mailing list is what I need here. I do not want users to be able to send email to others. I tried Mailman, but it's not really what I want and has way to many options for my needs because it's a list server instead.

Any help will be really appreciated

I've used the valen emailer,(Sending out a newsletter for our Quake clan members, it worked very well) but the group mail free looks to have several more features.

Looks like its a basic contacts that emails, but really doesn't have the web components I need...Thanks though
