Author DVD with movie and menu from VCD disc?

I have a VCD with menus and chapter points, that I want to re-author, and put on a DVD.

Is there a way to do this without having to redo the menus and chapter points?

I ripped the VCD fine, and I have the MPEG files, but I can't seem to find a way to incorporate the existing menus into the new DVD.

I want the DVD to look just like the VCD.
