My only tools as of right now is Premier 6.5 for converting and for burning: Nero 6 and MyDVD.
Can it be done with my current tools? I've tried mydvd and can only make a 50 minute or so dvd and because premier doesn't make voc files I couldn't use nero...
or if this is even possable........... <-- Hence the reason for the newbie forum

You need to find out what bit rate your file needs to be put on a DVD. Try BitCalc to give you the proper rate. Then see if Premier has a perferences section that allows you to adjust the bit rate to the value you need. Of course, the lower the bit rate, the lesser the quality.

I'm not using the same programs you are using but what I did a couple of times was to author my dvd and save to the hard-drive (ignoring the error about the file being to big to fit on a dvd). Then I used DVD Shrink to shrink it down to a size that would fit on a dvd.

I know my way around premier pretty good. The problem is mydvd (burning software) keeps re-encoding the videos back to the 8mbps THEN burns the dvd. I have the videos and the correct bit rate, I just need to know how to turn off this standard or get a suggestion on better burning software.
I think I managed to get what I want to achieve with 2.5 mbps. Looks crappy for dvd but its still way better than vcds. -

Here is a very simple (although not perfect) suggestion for you to try. I've did it several times with good results. It's not exactly 'ethical', but it works none the less.
Download TMPGEnc DVD Author . This is a very good DVD authorizing program with many options. We're going to use a few of those here.
Download DVDShrink V3.0 . This is another very good program and easy to use.
You can use a bitrate calculator if you like, but for this method it's not necessary. Just capture very high quality MPEG video up to 8.0Mbps max bitrate. A nice template is 720x480 VBR 8.0 max, 6.0 average. This should give you good quality video.
Use TMPGenc DVD Author and create your DVD menu. Put all the videos you want in that project. When you click the Begin Output' button the program will say 'it's too big' for a single DVD disk, just tell it 'OK' and go on to create a DVD folder on HDD of that project. I've did this with like 7+G worth of video files.
Run DVD Shrink on that new DVD folder and let it shrink it down to fit a single DVD. Burn that shrunk version and try it out on your settop box. You'll be surprised how it will turn out.
DVD Shrink works fast and does a nice job. V3 is pretty much automatic and simple to use.
DVD Author has a help file that will state supported formats, frame rates, frame sizes, and bitrates. Read them and use them to create compatible captures.
MyDVD is junk. Besides that it overwrites PowerDVD's codec when it installs. Give that program to someone you don't like.
I've used this method and put 2 full length captured movies onto one DVD disk. That's like a 50% compression in DVD Shrink, with excellent results.
