What exactly do you mean? You can 'improve' or 'upgrade' your video quality on your PC by installing a better graphics card. =)
Otherwise, if you mean altering a MPEG file to improve, you can use filters... it really depends on your MPEG file, then you can TRY to use filters to improve. -
You increase the bitrate, then you no longer have a VCD 2.0 complient MPEG!
Which means, it will only play in a select few stetop players that will take an xVCD.
