    What exactly do you mean? You can 'improve' or 'upgrade' your video quality on your PC by installing a better graphics card. =)

    Otherwise, if you mean altering a MPEG file to improve, you can use filters... it really depends on your MPEG file, then you can TRY to use filters to improve.

  3. You increase the bitrate, then you no longer have a VCD 2.0 complient MPEG! Which means, it will only play in a select few stetop players that will take an xVCD.
