NTSC is the video stardard in the US, Canada and Japan.
Pal is the standard in Europe.
All PAL sources are 25fps.
NTSC TV is 29.97fps, however, movies are shot at 23.976fps. In order to play a 23.976fps source on a 29.97fps TV you have to convert the film to that format. This is done by a process known as telecine (aka 3:2 pulldown).
So use the template based on where you live and your source material.
The quaility of VCD (MPEG1) and SVCD (MPEG2) is due to the resolution and bitrates used: VCD 352x240 @ 1150kbit/s & SVCD 480x480 @ 2520kbit/s. At the SAME resolution and bitrate MPEG1 and MPEG2 look the same, the advantage of MPEG2 is the it supports: multiple audio tracks, multiple angles, subtitles, interlacing, etc. etc. -
