Sure can, however, remember once you put that many audio choices on a dvd, you are going to have a pretty short project. An AC3 2.0 and 5.1 will probably take up 10% of your available space each and then DTS is an uncompressed format which will get much bigger. You will end up with a movie that is like 15 minutes long.
AC3 5.1 is the safe choice since almost all recievers decode that signal, though many are getting into DTS now.

I am not sure I understand your questions, but I'll try to help.
AC3 2.0 is a stereo (2 channel format). AC3 5.1 and DTS are multichannel. PCM is also a valid format for DVDs and it is stereo as well.
If your source is multichannel from a ripped dvd you dont have to do anything to it, its already encoded to 5.1 or DTS, just put it into your project in one of the better dvd authoring programs and make dvd.
If you are actually mixing your own surround sound mix, which doesnt sound like what you are doing, but after your mix down you can use Sonic Foundry's SoftEncode to make it to AC3 5.1 and you can use Surcode to make it to DTS, then drop it in your authoring software. If your source is stereo to start with, forget about encoding it to a multichannel format, its a waste and you wont get surround from it.
You should refer to the audio section on this site. I can't help you more than this. You need top understand the basic formats of audio before worrying about encoding it.
Probably best to leave it in PCM stereo, then it will play everywhere.

I have downloades some videos in .mpg format, but they are in 2 channel stereo, My quiestion is: How Can a convert stereo sound in AC3 or DTS?
Stereo to Dolby Digital, or Stereo to DTS -
MyDVD 5.X and Nero 6.x, among others, can convert your stereo mpeg files to Dolby Digital 2.0 (no DD 5.1 or DTS) in the final authored folder/disc.
IMHO the only meaningful gain by doing DD 2.0 is disc space. Otherwise the garbage in/garbage out rule still applies to the audio quality.
